The Hill Country Preservation Coalition has filed a motion to intervene in a Public Utility Commission of Texas (PUC) proceeding over a proposed high-voltage transmission line project that would run from near San Antonio to West Texas.
The coalition’s filing, made March 25 with the commission’s administrative law division, seeks to participate in PUC Docket No. 59336, the review of a joint application by CPS Energy and AEP Texas to amend their Certificates of Convenience and Necessity (CCN) for the Howard- Solstice 765-kilovolt transmission line project.
The project looks to establish a new extra- high-voltage line roughly 300–370 miles long connecting a substation southwest of San Antonio with one near Fort Stockton in Pecos County. It is part of a broader effort approved by the PUC in 2025 under the Permian Basin Reliability Plan to support increasing electricity demands in the region.
PUC records show the transmission line application covers numerous counties across South-Central and West Texas, including Atascosa, Bandera, Bexar, Edwards, Kerr, Kinney, Medina, Pecos, Real, Sutton, Terrell, Uvalde and Val Verde.
In a filing receipt for the motion to intervene, the coalition submitted certifications under the docket’s protective order on behalf of representatives including Eric Allmon, Sidra Hanson and Gwyneth Lonergan.
Intervenors in PUC CCN proceedings may file evidence, participate in hearings and submit testimony during the State Office of Administrative Hearings (SOAH) phase, after which an administrative law judge’s proposal is sent back to the PUC for a final decision.
The coalition said it will represent landowners whose properties lie along proposed route segments across several affected counties.
A public deadline for intervention was listed as April 1 in project materials from CPS Energy and AEP Texas.
Supporters of the project, including utility officials, have described the line as intended to improve grid reliability and power delivery, particularly to support load growth in the Permian Basin.
