EDC fails to meet due to lack of quorum, vacancies

Bandera’s Economic Development Corp. board has struggled to maintain a consistent meeting schedule since January due to a lack of quorum and two vacancies, according to a city official.

“There are not enough board members to have a meeting,” EDC Secretary Lynn Palmer said. “It’s a lack of quorum.”

City Council member Jeff Flowers assisted the EDC by filling a vacancy until the term expired earlier this year.

“I believe that the term is up and new appointments are going to be made,” Flowers said. “That would be based on applicants submitted.”

Flowers also clarified that he will not pursue an open position on the EDC.

The following meetings have been canceled, and their agendas are included below.

Jan. 20, 2026:

• Public hearing to discuss possible uses for the Buck Creek properties owned by the EDC.

• Public hearing for an expenditure of $28,135 for the Frontier Times Museum.

• Letter of appreciation from American Legion Post 157 for the donation to Bandera Honors Veterans. Discussion and possible action on the following items:

• Financial report — budget vs. actuals.

• Quarterly investment report.

• Resolution for sale of multiple tracts of real property to the City of Bandera.

Feb. 17, 2026:

• Joint workshop scheduled for Feb. 26, 2026, at 6 p.m.

• Public hearing for an expenditure of $28,135 for the Frontier Times Museum.

Discussion and possible action on the following items:

• Take any and all appropriate action on the expenditure for the Frontier Times Museum.

• Call for applicants for four EDC board seats that expire in March.

• Review of updated performance agreements provided by the EDC attorney.

• Update from public works on the disc golf course, including planned improvements and timeline for completion.

• Discussion and possible action on the backup process for Quick Books, including the retention schedule for documents.

• Review of the administrative services agreement with the city.

• Discussion and possible action on moving $700,000 to the TexStar account so it can earn interest.

• Approval of reimbursement to the City of Bandera for Amegy Bank payments of $42,500 and $49,500 for half of the principal payment on issued bonds.

• Discussion and possible action on granting read-only access for all board members to the EDC bank account at Bandera Bank.

March 17, 2026:

• No agenda was posted.

The EDC typically meets on the third Tuesday of each month at 6 p.m. at City Hall. As of press time, the board is expected to meet April 23 to make appointments and conduct a regularly scheduled meeting. The agenda has not yet been posted.
