Abbott grants clemency following recommendations

Gov. Greg Abbott has granted clemency to six Texans, issuing pardons and restorations of civil rights following recommendations from the Texas Board of Pardons and Paroles.

The clemency actions apply to individuals convicted of nonviolent offenses dating from 1993 to 2008 in counties across the state.

Those granted clemency include Maria Del Refugio Argote, 40, who was convicted of burglary of a motor vehicle in 2003 in Wharton County and sentenced to probation, a $200 fine and restitution.

Tasha LaShay Castaneda, 42, received clemency for theft by check convictions in 2003 and 2004 in Hockley County. She was sentenced to probation, fines totaling $200 and restitution.

Joshua Ryan Cochran, 36, was granted clemency for a 2007 possession of marijuana conviction in Bexar County. He was sentenced to deferred adjudication probation and a $250 fine.

Jennifer Ann Drane, 54, received clemency for a 1993 theft by check conviction in Lee County and was sentenced to pay a $25 fine and restitution.

Lucas John Flores, 50, was granted clemency for a 2000 deadly conduct conviction in Hardeman County. He was sentenced to deferred adjudication probation and ordered to pay a $750 fine and restitution.

Mark Anthony Morales, 36, received clemency for a 2008 criminal mischief conviction in Washington County and was sentenced to deferred adjudication probation and a $500 fine and restitution.

“These six Texans have expressed qualities deserving of clemency through their dedication to changing their lives and service to their communities,” Abbott said in a statement. “I thank the Texas Board of Pardons and Paroles for their work to improve our criminal justice system and reduce recidivism in our state by recommending clemency to give these individuals a second chance.”

Clemency recommendations are reviewed by the Board of Pardons and Paroles before being submitted to the governor for final approval.
