Public comment concludes for city’s floodplain-located improvements

The City of Bandera has concluded a public comment period for a proposed downtown improvement project that is partially located within a designated floodplain.

According to a public notice posted at City Hall, the city determined that the proposed project, funded through the Texas Community Development Block Grant Program, is located within both the 100-year and 500-year floodplain.

Because of its location, the project is subject to federal floodplain management requirements, which require the city to evaluate alternative locations and assess potential impacts to the floodplain.

The proposed work includes sidewalk improvements along Main Street, State Highway 16, Cedar Street and 12th Street, as well as street reconstruction along 12th Street.

Plans also call for downtown parking improvements on Cedar and 12th streets, including the construction of two public parking areas with asphalt paving, bollards and overhead lighting.

In total, the project includes more than 1,300 linear feet of new sidewalk and approximately 200 linear feet of reconstructed roadway, along with associated administrative and engineering services.

City officials stated that approximately 0.43 acres of the project area fall within Zone AE of the floodplain, as identified on federal flood maps.

The notice specifies that no portion of the project will take place within a delineated wetland area.

The public notice explained that the review process is intended to inform residents and interested parties about activities proposed in flood-prone areas and to provide an opportunity for public input.

Members of the public were encouraged to suggest alternative sites outside the floodplain, alternative approaches to meeting the project’s goals, and methods to minimize or mitigate potential environmental impacts.

Written public comments were accepted by the city through Dec. 15. As of Dec. 17, the public comment period has closed.
