City council honors outgoing Moore, canvasses votes, reschedules swearing-in

The Bandera City Council met Wednesday, Nov. 12, for a special meeting to canvass votes from the November election and honor retiring Convention and Visitors Bureau Executive Director Patricia Moore.

The agenda also included items to ballot the Board of Directors for the Bandera Central Appraisal District and to approve a resolution for the 2025– 2037 GLO Resilient Community Grant applications.

Both items were tabled and will be included on the Nov. 25 City Council meeting agenda, as a “super majority” was required to act and only three council members — Debbie Breen, Lynn Palmer and Jeff Flowers — were present.

Councilmen Tony Battle and Brett Hicks, who lost their bids for reelection, were not present.

The council canvassed the votes and certified the election results. Voter turnout for the city election was 36%, with 189 early votes cast and a total of 278 ballots counted.

Incoming City Councilwomen Tammy Ott Morrow and Deanna McCabe asked why they could not be sworn in during the special meeting.

City Secretary Jill Shelton explained that Judge Towers was unavailable to administer the oath of office.

Morrow and McCabe suggested a notary could perform the swearing-in instead.

Mayor Denise Griffin said the oath should properly be administered during a regular council meeting.

The incoming councilwomen requested that several items be added to the Nov. 25 agenda, and the mayor agreed they could be included.

The council honored Moore with a city resolution recognizing her 30 years of service to Bandera and the surrounding county. As such, Nov. 13, 2025, was designated Patricia Moore Day.

Moore joked with the mayor and council and promised to share stories from her time in Bandera on another occasion.

Council members and the mayor joined Moore for commemorative photos before the special meeting adjourned at 6:30 p.m.
