Comissioners approve emergency grants, recognize tourism week

The Bandera County Commissioners Court approved multiple emergency management initiatives and recognized local tourism efforts during its regular meeting held Monday, April 29.

Commissioner Greg Grothues was absent, while all other commissioners were present.

The Court unanimously proclaimed May 4–9 as National Travel and Tourism Week, following a presentation by the Bandera County Convention and Visitors Bureau.

The CVB also presented its second-quarter financial report for fiscal year 2024– 25, which the Court accepted without objection.

Judy Lefevers, Bandera County 911/Emergency Management Coordinator, brought three significant items before the Court.

First, she requested approval of Amendment No. 2 to the agreement between Bandera County and Region 8 of the Texas Department of State Health Services.

The amendment extends the Public Health Emergency Preparedness Cooperative Agreement from July 1, 2024, to June 30, 2026. Funding for the initiative will continue from the existing Readiness 10K grant.

The Court also approved a resolution to adopt the 2025 Hazard Mitigation Plan.

Lefevers noted the county has been without a formal hazard mitigation plan since 2015 and has spent years seeking funding and conducting risk analysis to create a comprehensive document.

The plan, approved by FEMA on April 10, outlines strategies to reduce the impact of future disasters and allows the County to remain eligible for federal mitigation funding.

“This is a big deal,” said Lefevers. “This plan will be effective for five years.”

Lefevers’ final item was a contract with the Texas General Land Office to support Community Development Block Grant Mitigation Program projects. The $1.317 million grant stems from reallocated Hurricane Harvey recovery funds. “This one has been a long time coming,” Lefevers told the Court. “We put our application in about a year ago, and it’s finally been approved.” The contract was unanimously approved.

Also during the meeting, County Engineer Dieter Werner presented several replatting requests. The Court approved preliminary plats for:

• Avalon Ranch Subdivision A, Block 109, Lots 8–12 to be replatted into a single lot;

• Bridlegate Subdivision, Unit 5B, Lots 581–582 to be replatted into a single lot;

• Lakeshore Subdivision, Unit 1, Block 3, Lots 8–11 to be replatted into a single lot.

A public hearing was set for June 12 to consider preliminary plans for additional replatting in Bandera River Ranch Subdivision, Units 4, Blocks 7, 8, 9, and 17 into a single lot, and for Bridlegate Subdivision, Unit 3, Lot 400A to be replatted into two lots.
